In its nearly 80 years of existence, OMEP has become a global benchmark in defending the human rights of children from birth to age 8.
"We want early childhood everywhere to have everything they need, everything they are entitled to: protection, but also education."
OMEP supports initiatives that promote inclusive, equitable and high-quality ECEC systems, recognising that such systems are essential for children’s development and for building more just and democratic societies.
OMEP advocates for the full realisation of these rights through policy dialogue, professional capacity development, evidence-based research and sustained collaboration with governments, international institutions and civil society organisations.
OMEP recognises education as a transformative instrument for advancing human well-being and contributing to sustainable development. Building on its active participation in UNESCO-led initiatives, OMEP will contribute to ongoing global dialogue on the future of education.
The Declaration outlines guiding principles and strategies for developing equitable, inclusive and high-quality ECEC systems, addressing areas such as curriculum and pedagogy, workforce development, governance, financing, innovation and monitoring.
During the 2026 - 2028 period, OMEP will deepen its engagement in policy processes by expanding its participation in international forums, contributing to policy development and supporting National Committees in their advocacy efforts at the country level. OMEP will:
OMEP intends to strengthen its role as a scientific and pedagogical reference specialized in early childhood for the development of knowledge and skills, in order to share and apply them among members and with global agencies, governments, institutions and communities related to early childhood.
OMEP collects, shares good practices and brings together research, reports and position papers to accompany constructive dialogues that contribute to advancing the achievement of the right to early childhood education.
Flagship Initiative
All OMEP National Committees carry out sustained activities for the training and capacity building of caregivers, educators, teachers and other professionals, as well as public officials and legislators engaged in ECEC.
Each project is grounded in a rights-based approach, responds to concrete global challenges and has been developed collaboratively across National Committees, regions and international partnerships.
Flagship Initiatives
Across its World Presidency, Regional Committees and National Committees, OMEP is committed to fostering a culture of participation, transparency and shared responsibility. In the 2026–2028 period, organisational development is recognised as a strategic priority in its own right, structured around three interconnected focus points:
COMMUNICATION AND VISIBILITY
Communication efforts support advocacy, strengthen organisational identity and contribute to the construction of meaningful partnerships across the early childhood community.
To ensure that OMEP speaks with a coherent, credible and consistent voice across all levels of the organisation, a Communication Strategy will be implemented. Anchored in OMEP's mission, vision and strategic actions, the Communication Strategy will provide a structured framework for how the organisation presents itself, engages its audiences and disseminates its work — from global advocacy campaigns and research outputs to National Committee activities and flagship projects.
